looking for an easy to use, accessible html editor

The subject line says it all really, although, i thought I'd just give a bit more info.

Basically, we're looking for a program that can take info from a normal .txt file, and convert it into html, with tables, anchor links and so on.
The person who will be using this program, doesn't have any html experience.
Any hints and pointers would be grately appreciated.
